King Arthur: The Lady of the Lake, her arm clad in the purest shimmering samite held aloft Excalibur from the bosom of the water, signifying by divine providence that I, Arthur, was to carry Excalibur. THAT is why I am your king.

Dennis: [interrupting] Listen, strange women lyin' in ponds distributin' swords is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical aquatic ceremony.

Forgot to mention that it was the Lady of the Lake who gave Excalibur to Uther. She would show up a couple of more times in the Arthur legend.

Traditional Arthurian legend says that Arthur's father, Uther Pendragon, was given Excalibur and was crowned King. Uther wanted the wife of one of his lords and asked Merlin to make him look like the woman's husband, who Uther had killed. She gave birth to Arthur who was taken from Uther by Merlin. The other lords decided any of them could be next and tried to kill Uther and take Excalibur. Uther's dying act was to thrust Excalibur into a rock and declare noone could weild it but him. Eventually Arthur would pull the sword from the stone as Uther's only heir. Sorry for the long explanation but felt it had to be said.

There's actually another arm coming out of a lake elsewhere, this time holding an orcish sword, right outside of Whiterun in the planes directly to the southwest.

For the sword in the stone if you do House of Horrors quest and find the priest and you find the book 'Legend of Red Eagle' in one of the tents you get a quest to unlock the secret of his tomb and to do it you go to the place where the sword and the sword is just figured it out while playin:D

I think that there's a common version of the legend where Arthur got a sword from both the stone and the lady in the lake. The sword in the stone was just a sword posed as a challenge to grant Arthur King-hood, but the sword itself was not Excalibur. Instead, the sword Arthur got from the stone would later break in battle and would then receive Excalibur from the Lady in the Lake.

The lady is there in the daytime. I never made a connection between how it was held out of the water and the Arthurian ledgend.
